Gail Scotton Baylor, Esq. is a graduate of Howard University, School of Communications, B.A., and Howard Law School, J.D..  She presently serves as Troop Chaplain with Troop 724 at the Stronghold Christian Church, Lithonia, Georgia.  Ms. Baylor has previously taught a legal class for Troop 1891 and in 2013 taught the course Duty to God - God and Church for Troop 724. Her son, Matthew, has been active in scouting since the third grade and is now entering the 11th grade having achieved the "Star" Rank.
